
D. Frank Winkles
grew up in Tampa, Florida. He was selected The Outstanding Graduating
Senior and received his Bachelor of Arts degree from the University of
South Florida in 1969. He received his Juris Doctorate degree in Law
from the University of Florida in 1972 and has been practicing in
Florida since. He is a member of Florida Blue Key and Omicron Delta
Kappa.
Frank is admitted to
the Florida Bar, the United States District Court for the Middle and
Northern Districts of Florida, the United States Court of Appeals for
the 5th and 11th Circuits, and the United States
Supreme Court. A substantial percentage of his practice is in federal
court. He has been admitted pro hac vice as lead counsel in courts in Connecticut, New York, Virginia, Georgia, Mississippi, Tennessee, Iowa and Arizona.
Attorney Winkles is an
experienced trial lawyer in the preparation, negotiation and trial of
complex criminal and civil litigation. He has been recognized in the
publications, The Best Lawyers in America and Who's Who in American Law.
He has handled many complex internal investigations for banks and other
large corporations. He has tried complex cases involving tax fraud and
negotiated successfully with the Internal Revenue Service. He has
represented the Tampa Bay Buccaneers in civil antitrust litigation and
other matters. He has represented and negotiated complex matters for
Home Shopping Network. He has represented the University of South
Florida in complex civil and administrative litigation and other
matters. He has represented Pasco County, Hillsborough County and other
local governmental bodies in litigation.
Frank has extensive
experience in federal court litigation, having served as a federal law
clerk, as a member of numerous federal law committees and as President
of the Federal Bar Association. He was appointed an Assistant United
States Attorney by then Attorney General Elliot Richardson. Frank has
spoken at numerous seminars, written and lectured in the areas of
federal and state criminal and civil litigation. He has tried federal
cases all over the country and has successfully argued before the
Florida Supreme Court and numerous federal appellate courts.
Attorney Winkles represented John Tedesco in the significant case of Tedesco v. Paul Revere Life Insurance, obtaining a $37.6 million punitive damage verdict, which was featured on 60 Minutes.
He has also represented numerous others in cases nationwide against
UnumProvident and other disability insurers for wrongly denying
benefits.
In 2003, he was selected by the Trial Lawyers for Public Justice as a finalist for national trial lawyer of the year.
For over 30 years,
Frank has successfully represented the victims of personal injury
occurring from auto accidents, negligence, and defective products.
